When a soldier wants to use TA their supervisor has to certify that they meet standards. A supervisor cannot approve it you do not and will not if you are borderline bc TA is a benefit to better yourself after you have done what you need for your job. For TA, talk to your supervisor, explain the situation and assure them that you will not fall off track. If you are recently just back as SAT they might require that you prove yourself or a few months before they approve it. - my personal experience with approving TA.
