Because I was a single parent for many years and my daughter was issued an ID card at the age of 5 because I was deployed. I don&#39;t have the time to dig for it, I know this question came up the other month and I put out the regulation but a child can absolutely be issued an ID if the sponsor is deployed/ gone for awhile because that child has rights just like any other dependent child whos sponsor is there able to take care of them.
