Is it possible for a non-financial institution to withdraw payments from a SM's pay?

Reason I'm asking is I might sell my motorcycle to an active duty E-5 and would want to have him sign a contract and if it all possible have the payments deducted from his pay directly. Not sure if this is possible, but curious.

SPC(P) Private RallyPoint Member you can establish an allotment or a direct pay from your bank account, but non-financial institutions will not be able to directly access your account. Well if nothing else, he can agree to set it up himself. Most banks have some form of online bill payment.

I would highly recommend that you not do that with his bank either. Not good for him. A pain in the ass for you. Tell him to save up or sell it on cycle trader. Yours is the hardest way I can possibly think of to sell or buy a motorcycle. I literally cannot think of a more complicated way.
