You come back, and go to s1, they look at your orders and erb and give 2 ribbons on your erb. 1 of them is a OSR. So is it ok if it is on there without the memo? You qualify for it, have yours orders looked over and have your deployment time reflected. Historically they have been satisfied with what is on your ERB/ORB however the last couple of years they have requested IPERMS documentation as well. I have not had S1 try to take anything off of my ORB because I did not have the documentation in IPERMS. I transferred to the National Guard after 17 years active and half my rack had no back up documents. A G1 LT had to look through my file and verify all of my awards and document them on a memo. I have five OSR's, no memos and still got picked up for SFC. It's safe to say it is the equivelant to having GCM's with no memos. The Army Service Ribbon has no paperwork. Campaign medals have no award paperwork. The overseas ribbon is verified through assignment history, there's no 638 or certificate. Look at AR 600-8-22, the S-1 reviews your deployment orders which are all the documentation you need and annotates them on your ERB. The NDSM for instance doesn't come with any orders, your period of service within the time frame that the medal is awarded for, is all the proof of eligibility needed. <br />5–1. Intent Service (campaign) medals and service ribbons denote honorable performance of military duty within specified limited dates in specified geographical areas. With the exception of the Medal of Humane Action, the Armed Forces Reserve Medal, the NCO Professional Development Ribbon, the Army Service Ribbon, and the Army Reserve Components Overseas Training Ribbon, they are awarded only for active Federal military service. Orders are not published for service medals, but they are annotated on records by the personnel officer. Award of U.S. Service Medals (section II) does not preclude award of Foreign and International Service Medals (chapter 9, section II). Refer to chapter 2 for DOD service medals and service ribbons.<br /><br />The OSR eligibility paragraph lists the length of service and tour completion requirements for the award. <br />5–4. Overseas Service Ribbon a. The Overseas Service Ribbon (OSR) was established by the Secretary of the Army on 10 April 1981 as announced in Department of the Army General Order 15, 10 October 1990. It is awarded to members of the U.S. Army for successful completion of overseas tours. b. Effective 1 August 1981, all members of the Active Army, Army National Guard and Army Reserve in an active Reserve status are eligible for this award. The ribbon may be awarded retroactively to those personnel who were credited with a normal overseas tour completion before 1 August 1981 provided they had an Active Army status as defined above on or after 1 August 1981.<br />63AR 600–8–22 • 11 December 2006<br />c. Soldiers must be credited with a normal overseas tour completion according to AR 614–30.
