Is it okay for an E7 to drop an E5 in public for no just reason? https://www.rallypoint.com/answers/is-it-okay-for-an-e7-to-drop-an-e5-in-public-for-no-just-reason

I saw this happened at a Motor-Pool, where an E5 was dropped for no just reason by an egocentric, power tripping E7, not so sure if he is able to delineate between rank lines and who to mess with or not.. This particular E7 is known for mowing down the unit without anyone doing anything to it.. I feel like someone needs to address this and it's time to do something about this bully, he is supposed to be a leader and not a bully.
I am just confused and lost at the other soldier.. Is his action, justified? Or am I just blowing this out of proportion.
My thought is, where is the leadership and respect if other junior soldier watch and E7 bully an E5 and I know of other E7 that he is also bullying currently with no one doing anything about him.. This just needs to stop.. I need help here!!! Because as a retired Sgt. E-5 in my career I had reprimands from senior NCO's E-6, E-7 but was Never dropped for anything. So in my opinion it is very un tactful and unprofessional for for a senior NCO to drop a junior NCO for any reason.
