What is the context behind this. Training in OCPs/Boots (including diagnostic APFTs) I have heard of many times, but not *forcing* a Soldier "for record" despite what some are referencing below from FM 7-22, as it does not pass the common sense test. That same manual also states that the IPFU will be the uniform for it and the wear of it can be found in AR 670-1. There are no issues doing this for a diagnostic, but when it comes to enlisted personnel, you're messing with promotion points and boards when you do this for a record. Remember when it comes to promotions, they're put up against all soldiers in their MOS and not just the soldiers in their unit.

For me, I was able to ace the run and situps when I was in, and do pretty good on the pushups. Had I had to do my run in boots, my two-mile time would've been at least 2-3 minutes slower. OCPs are not ACUs therefore technically not permitted. I haven't been able to find an updated FM 7-22 where they replaced ACU with OCP in the verbiage. Again, technically, since they pushed the wearout date on ACUs until OCT (IIRC) you could make the soldier take the APFT in ACUs and boots.
