I think there is a level of pressure they're giving into, they see their economy tanking without the sanctions being lifted, i don't think its altruistic in any way, its all practical.

True. You can only turn your back to the global economy for so long if you are not completely 100% self sufficient.

I do wonder, though, how technologically advanced the government may be. Just a thought.
