I certainly hope not that the Veterans Affairs appropriations bill is not just another grandstanding move by legislators Sgt Spencer Sikder.
I suspect that some the democratic senators saw the writing on the wall as they were aware of the results on this past Tuesdays elections which did not bode well fro democrats in many of the sates where votes were cast. Republicans picked up three more governors, Virginia maintained a republican minor majority in the senate and near super majority in the house of delegates, etc.
I do not want to be cynical but I suspect that supporting veterans was not the primary reason this bill broke the logjam.
