Iraqis returning to Tikrit find their city in ruins. How long before the U.S. rebuilds it?

Hundreds of Iraqis from Tikrit are being allowed to return to their homes now that ISIS has been ousted. However, they are returning to a city in ruins. Do you think the U.S. has any obligation to assist in rebuilding the city? Why or why not?

Iraq chased Islamic State out of Tikrit. Getting residents back is still a battle.

TIKRIT, Iraq — Snaking past blackened shop fronts and shattered homes, buses ferried the first civilian residents back to Tikrit this week, an initial step toward reviving this city after Islamic State militants were expelled more than two months ago.

if we had helped to rebuild aghganistan after the soviets left, we could have prevented the Taliban from happening - the Taliban extremist islam developed in the refugee camps during the war - if we rebuilt the country enough for everybody to go back to their villages - we could have stopped the entire extremist thing
