Well.. from his previous effort..
1) lie about the enemies capabilities
2) lie about the effect your warriors are having in the conflict
3) repeatedly lie about the level of effort required
4) quit after two years of effort

Not sure about McNamara, but I know Casper Weinberger and Colin Powell would've been extremely tougher on them to the point where we would've already been there kicking their pansy asses around the desert they hide in!
