If used correctly counseling is a two way communication. That being said the Leader will need to allow the person to speak thus giving perspective to the aforementioned leader. We would end up playing a system of favoritism with our troops to get a good rating. Sometimes you have to get hard on people. If you give Jones a counseling statement for being late, he slips you the knife on your rating? Communication goes two ways the good, the bad and ugly.

A tool I use to keep myself in check is asking my soldiers to rate or give me feedback on what I can improve. Also, I explain to them that candid and professional feedback is respectable and it create awareness. Good leaders will listen, it doesn't mean they will change how they do bussiness overnight, but they will be aware on how they go about their business.
