I cannot stay within your parameters. If I answer with the domestic side of my brain, the international side will have an aneurism and vice verse. The Affordable Care Act and the Iranian Nuclear deal both need to be voided before the 1st inaugural ball on January 20th.

I would rescind the use of or at least the abuse of executive orders. They are not new by any stretch but I think they have never been abused in such a fashion by any president.
I may be wrong.

The litmus test is whether the EO faithfully implements the enacted law. That's what EOs are supposed to do. It's the "how" the agencies are to implement. Problem is there are a lot of unlegislated "whats" in the recent flock of EOs. Whether you think they're a good idea or not, they must be deleted because they're unconstitutional. There're a lot of them. My concern is the focus will be on political orientation as a filter vs. a more unbiased approach. There are some crap laws out there. So the correct way to deal with them is to legislate a change.
