That article and section could be interpreted in many different ways. This rumor has been around for a year or more and has limited information as to just how this could be done Constitutionally. Habeas Corpus has been declared twice so far, without effect on elections. Who knows, John Podesta went to the White House as an adviser on how to circumvent the Congress and the SCOTUS, so who knows?

I don't see it happening. Not when the terrorist groups are supported at home (CONUS) by organizations using soft power that is showing far more success.

PC has stigmatized the word "Islamic" to the point that it is not used in conjunction with "terrorist" by nearly all the media or fed sources. Why? Dollars to donuts, if a Southern Baptist went on a rampage based on documented religiously based agenda, we would hear it every 15 minutes.
You can say all you want about any Christian denomination, but not some very specific other religions.

That is not how martial law works. You don't simply become President for life by invoking it. I've seen some tinfoil hat theories on some fringe right sites that are apoplectic about Pres Obama declaring martial law and remaining El Presidente for life.

Suspension of Habeas Corpus is not the same thing as Martial Law. If Habeas Corpus were suspended, for whatever reason, elections could still be held. If Martial Law were declared by a governor, as has happened, and would be the more correct way to do it, then elections could still be held. A nation-wide declaration of Martial Law would be impossible to enforce. Local pockets of Martial Law would certainly be proper if terrorist attacks rose to the degree that public safety was constantly in danger, but that would not preclude national elections.

The 22nd Amendment limits the time a person may spend as President. Declaring of Martial Law on a national level only happened during the Civil War (limited application during WWII) and even then the political process and voting continued.

There is only one real way this could happen, and here is how it would have to go. First, a president (not necessarily Obama because his window to do this has already shut) must have a majority support loyal to him or her both in the house and senate, then put a bill into play to repeal the 22nd amendment which removes term limits. Then, implement controls on voting- this is actually a lot easier to do than people realize- if it is a republican president, create voter ID laws, continue to have ballots exclusively in English, and place income restrictions- of course for the latter you can't say that, but revoke the right to vote to those not paying taxes, i.e.: unemployed/welfare/food stamp people need not vote if they are not tax paying citizens- a LOT easier to justify that selling point. If it is a Democrat president, it would be a lot easier to get it done: urbanize and exploit, like they have been doing; essentially do just the opposite of a republican nominee: make ballots multilingual, open up the borders and allow illegal immigrants to vote (which they are already doing by the way- go down to the Walmart in imperial beach and see the voter registration booths 5 min from the border), restrict the use of superdelegates, and make it seem as if you are doing it for the benefit of the people.... Same exact tactic Julius Caesar used to gain control of Rome. By urbanizing Democrats put more people into a bad situation, so they get more votes for social services in some sick, vicious cycle, so that will boost their turnout. As long as one or the other continues to have the control, terms would be irrelevant, to the point where they could amend the constitution to appoint presidents for life.

Historically there have only been two men in our history that could have crowned themselves King of America: George Washington and Franklin Delano Roosevelt. Alexander Hamilton wanted Washington to be a King, and even pushed in congress to have the President's title be "his royal majesty the President of the United States of America", but Washington himself settled with "Mr. President", although Washington did wish to lead troops in battle as President during the Whiskey Rebellion, which took Jefferson and Adams to talk him out of it. Washington also set the precedent of the two terms.

Roosevelt was the only president to successfully break the two term limit by being elected 4 terms (that's 20 years of full terms) and dying in office.

In summary (and I know this was a long post, sorry) the strategies to gain votes are already being implemented- they are totally unethical and in some cases blatantly illegal yet we allow it to happen with no accountability. The real issue is the repeal of the 22nd amendment- that is the challenge any would-be dictator would face. And... At the end of the day, historically- it would be a dictatorship of around 20 years taking into consideration age/experience to actually get votes... If elected at 35- the minimum... A president would only get elected maybe 9-10 terms assuming he won every. Single. Time... In that case, that would either be a corrupt or studly leader.
