If someone is passed over three times, and has fewer than 5 years left for 20, do they stand a chance to promote next spring?

I know someone who was promoted to MSG at their 20th year.

Are they enlisted or commissioned? You need to be more clear in your question.

You have to be more specific. There are 4 different branches, several components, and officer, warrant, and enlisted. That's about 20 different possibilities.
What branch? Component (Active, reserves, guard)? Rank?

As a PL I had a PSG who was an E-6 and likened him to be a Tank God. I saw the CSM on his behalf, and he was promoted a few weeks afterwards.

My advice would be have that person convert to Judaism. That way they could properly celebrate Passover the next time they are “passed over.”

Years ago, not uncommon at all... SSGs had TIG with 10-12yrs, 16 of service and ultimately retired as MSG at 24yrs. Was truly dependent upon promotion rates for E7s. Many different factors go into play. One guy didn’t get picked-up because he didn’t want to shave his mustache 3 years in a row! Shaved his mustache - promotable the following year! Funnier things have happened... Obviously times and rules have changed, but should still make it to 20 being a SSG... Won’t be happy his last 5 yrs, but at least he’ll be able to retire - unless the rules have changed that much...!?!?!
