It is a mandatory check the box requirement your command has to do to deploy you. These two have absolutely nothing to do with the other. You passed MEPS to come back into the military, good for you. So. The military thrives on this shit. I was in ANG and worked as a civilian for the army and had to do Cyber Awareness at each job less than two weeks apart.
