Your state of legal residence once you raise your right hand is the state you signed the dotted line in. As mentioned above, if you need help determining 100%, check with your local legal assistance office. I've gotten my USAREUR license when I was in Germany, a motorcycle license in Oklahoma and Georgia, but my "home of record" remains Michigan. I've heard, haven't personally tried, but have heard, it is difficult to effect a change of "home of record". Something also to consider is that "home of record" is how far the army will pay you to move to when you ETS. Make sure your Home of Record is where you want to be.
