That's another story, basically I signed for a hand receipt without knowing everything that was in the property book. I'll still get off of it with no negligence. But my ETS is coming up soon . Say I don't get interviewed by the IO and flag lifted before my ETS. A flag is just a way to stop a favorable action, or in the case of an investigation such as a FLIPL, to stop a PCS in order to effectively conduct the investigation.
