You need to file an appeal ASAP. I highly suggest you take the full 30 days. You need to focus on your transition and not worry about the PCS. If you elect to present matters I would estimate 3-6 months for notification. If your QMP is based upon misconduct I highly recommend you bring your leave balance down to 30 days or so. The reason is that an honorable or general can sell leave up to 60 days, but an OTH cannot. Also if based upon misconduct your separation is very rapid once it comes back. People get QMP'd for different reasons though and your notification will call it misconduct if they consider it to be so.
