If an ARNG Specialist already has WLC/BLC, does this soldier trump the TPL?

If a ARNG specialist already has WLC/BLC, does this soldier promote before the soldiers on the TPL? Or is having WLC/BLC independent from the promotion list? I ask because I have received mixed answers from different NCOs. I thank you all in advance.

I think that the soldier that has completed BLC would trump soldiers on the TLP list. Having BLC/WLC is independent of the promotion list but you need it to pick up your sergeant.

BLC/WLC should be for someone to fill next available slot. Being sent is (should be) validation of promotion ability.

None of you will get promoted. The Step program I think more e-4's need to get familiar with. But if those soldiers that are on the PPRL/Promotion list means once they complete WLC they will pin on. If soldier has WLC but is not on the PPRL/Promotion list then you wont get promoted.

Like myself I have been Selected for SFC the past two years on the list but I do not have SLC completed so I will not pick up my SFC. But if another SSG goes to SLC but is not on the promotion list that soldier will not get promoted.

I am sure there is a regulation your SQD LDR, PLT SGT, 1SG or S1 can provide... Rules change and if it were me, I’d want to see it in black & white! Just sayin...

For ARNG, soldiers will first be selected for promotion off the EPS list. That soldier will be reassigned to that position and will get a promotion order after they complete their NCOES. Because that position is filled when the next person on the EPS list is selected (whether they can promote right away or not), a soldier that has completed BLC but is lower on the list can not be selected for promotion first because they have to fill an E-5 slot to be eligible for a promotion order (which are filled with people higher on the EPS list but may not have BLC).

You have to have WLC / BLC completed before even being promoted... a Soldier can be on the TPL, but if tbey dont meet the requirements such as a leadership school, no matter what rank they are going for, they will be dropped to the bottom and reconsidered next FY
