I see a hard line stance.. <br />(2) All RA and USAR Sergeants must graduate the Advance Leader Course (ALC) before they are eligible for promotion pin-on to Staff Sergeant (SSG). <br />(4) A Soldier is not fully qualified for promotion pin-on, and will be by-passed for by-name selection (regardless of promotion points/sequence number), when the Soldier is not otherwise fully qualified for such promotion to include completion of the required level of Noncommissioned Officer Education System (NCOES) or Soldiers not in good standing (flagged). <br />(5) Soldiers who are not fully qualified for promotion pin-on will remain on the selection list with their sequence number, but will not be selected for promotion pin-on until after they are fully qualified and a new promotion requirement exists for their respective MOS and rank. <br /><br />There may be another message out there that speaks specifically about deployed SM with no Access to ALC, or a directive to CDRs that they must/should/ can send an SM to school vice deploy them. In addition to the cutoff scores, HRC will publish a by-name list identifying deployed Soldiers that meet the eligibility for the ETP Professional Military Education (PME) promotion.<br /><br />This is subject to change, of course, but if you meet the ETP-based cutoff score, which is different from and higher than the fully eligible score, then you may be promoted if you are on an eligible deployment.
