If a SGT(P) is deployed and can't go to ALC, can he or she get promoted under the step program if their school is deferred?

I do not see an exemption for deployed SM. I see a hard line stance..
(2) All RA and USAR Sergeants must graduate the Advance Leader Course (ALC) before they are eligible for promotion pin-on to Staff Sergeant (SSG).
(4) A Soldier is not fully qualified for promotion pin-on, and will be by-passed for by-name selection (regardless of promotion points/sequence number), when the Soldier is not otherwise fully qualified for such promotion to include completion of the required level of Noncommissioned Officer Education System (NCOES) or Soldiers not in good standing (flagged).
(5) Soldiers who are not fully qualified for promotion pin-on will remain on the selection list with their sequence number, but will not be selected for promotion pin-on until after they are fully qualified and a new promotion requirement exists for their respective MOS and rank.

There may be another message out there that speaks specifically about deployed SM with no Access to ALC, or a directive to CDRs that they must/should/ can send an SM to school vice deploy them. But if so its on the secured not public side of HRC and I do not have access any longer.

No but with the deferment the commander should also have an alternate date for you to go. Have you talked to your commander, it's their decision right wrong or indifferent to defer you from school. Are you mission essential?

Yes, AR 350-1 that is the regulation for the process of deferments of blc and alc. With are authorized under the new army promotion regulations.

From MILPER 19-308 dated 26 Sep 2019:
a. Semi-Centralized Enlisted Promotions. HRC will publish a monthly ETP-based cutoff score memorandum to be used for promotable Soldiers in the ranks of SPC/CPL and SGT that are on operational deployments in an imminent danger/hostile fire areas in accordance with (IAW) reference B. In addition to the cutoff scores, HRC will publish a by-name list identifying deployed Soldiers that meet the eligibility for the ETP Professional Military Education (PME) promotion.

This is subject to change, of course, but if you meet the ETP-based cutoff score, which is different from and higher than the fully eligible score, then you may be promoted if you are on an eligible deployment.
