Ask to speak in private and see what issues, if any at all, are causing the problem. <br /><br />As long as you remain respectful and professional, the person should reciprocate that. If they don't I would suggest going to their supervisor, and also let your command know you are going to do that. There was always someone at the unit that didn't like me for whatever reason. I usually worked harder and also worked to make that person have that bias towards me grow even more. It was the best when they couldn't do anything about what I was doing. I was on a ship at one point in my career and had a first class who did not like how I did things. Mind you I was a Boatswain's Mate and had at least 30-40 people under me. I also had the respect of the CO and he acknowledge that I knew what I was doing. Once word of that spread around, I was on "easy street". I also was in a position that the person who did not like me couldn't do anything about how I did things or what I did. This is the first time I have thought about any of those people who had any kind of bias towards me. I simply do not care. After all, they cannot do anything about it or to me now. And I agree that since it was so long ago, you need to let it go and move on with your life.
