I want to get a small tattoo on my forearm, right below my elbow (just two small words). Does the Army or CID have any tattoo restrictions?

Technically no unless it’s offensive but if you’re planning on becoming an officer I’d suggest against it. Look up the regs so you know exactly what it says

The way way I look at it, is the tattoo for you or for others. If it is for you, why not put it in a place not visible when you are wearing short sleeves. If it is for others, just don't do anything offensive. Have fun.

You need to look at the latest edition of AR 670-1 with regards to restrictions on this. The fine lines of the policy changes from time to time but the basics are that your tats must not be visible when wearing the army service uniform and they must not be extremist, sexist, racist, offensive, etc. Essentially, if it's above the neckline of a t-shirt it's verboten. Below the elbow or knee is iffy but the policy changed not long ago so have a look online.
