I took the early out program in the early 90's. TAMP. What are my retirement options?

14 years active and 6 years inactive reserves. Does that still constitute as serving 20 years? if so, am I eligible for filing for retirement?

Only if you did something to get 50 reserve retirement points per year while you were on the Reserve side. You get 15 points for membership, but if you did not drill, go to schools, or do any additional duty to get the additional 35 points, you have 4 bad years for retirement.
In addition, if you aren't aware of it, you do not collect on a Reserve Retirement until age 60.

To add to CPT Cables response, if you received compensation (e.g., separation pay) for your early departure, it may be deducted (recouped) from any potential retirement pay (on a draw down basis).

No you are not. Inactive time is not credited for retirement. If you were in the Reserves or Guard and had six good years then you could be credited for those years and retire.
