The scoring system has changed multiple times since then. They should have records going back that far. Then, I would take the RU DLPT to show demonstrated proficiency in the language, if that option is available to you. That, with your old record of the 119 (which I believe is the equivalent of a 109, but I'm not entirely sure) should get you in, or at least a strong case for a waiver.
