I think the NCOER Support Form should be part of the NCOER that is filed.

Number 1 this will ensure raters and doing what they are supposed to be doing.

Number 2 it will give board members and reviewers a better understanding of actual ratings and why they were rated that way.

Number 3 it will help with the appeals process

Number 4....give me a minute and I'll think of a number 4.

I read that the NEW NCOER upload process will have the corresponding support form.

Respectfully, I see this as another check the block requirement to file NCOERS unfortunately. Some units now require all Soldiers to be counseled monthly even senior NCOs and the 2166-8-1 seems redundant to be frank. Naturally because it's a requirement I ask that the checklist accompany the evaluation but in my opinion it's not user friendly at all and instead should be replaced with something more conducive to the counseling process.

Would be no problem for myself as I actually use the support form quarterly so when it is time to write my NCOER it is just about done and does not take long to complete. Just some tweeking, here and there.
