I need a higher clearance and a class but the unit got a harsh budget cut and no one on base will take me so they are just looking to have my contract voided and me removed paying back my bonus and keeping my apartment which I wont be able to pay. Make sure your situation is being explained by the them as well and not just by your unit. There is a big difference.
The unit security manager (or a higher one, depending on the clearance required) can issue an interim clearance that would solve the immediate problem.

I sense that there is more to this story.

I strongly suggest that you see either a career counselor or retention to get your contract amended. You are an asset to the Army, even if it is not in this capacity. They should be able to find you a new home that will use your skills and give you the tools to succeed going forward. They will be able to work directly with HRC's Retention and Reclassification Branch.
