It is Air Defense Artillery. Basically the 14H are the Geek squad of th Army they deal with network links and any type of comms and serve as the main hub for comms to all firing batteries that have launchers that requires information to be passed to each other and other batteries and give commanders a picture for radar feeds and other missiles tracks from the enemy as well as keep track of our missiles and any air platforms and the enemies air platforms.
