We smash up a country with a large army, rebuild it, train the military, prop up a democratic government and revel in our victory. However, we generally refuse to go to Insurgent occupied lands to kill them. This means insurgents have a safe haven to conduct operations from. Space is their friend to deploy an redeploy. Mao Tse Tung said a crucial step for winning revolutions is to turn a relatively small conclave of revolutionaries into a peer military. He wrote the growth can be caused by positive inducement or by the sword. I am done pontificating.
