What regulation addresses an IPCOT extension and being entitled to have 15 days no chargeable leave and free flight to home of record?

Please can somebody tell me what regulation I can find this in? I can only think of ar 600-8-10 but it does not provide any information on IPCOT

Short answer: IPCOT leave is chargeable leave, but you are correct about the free plane ticket.

The Consecutive Overseas Tour (COT) program (As SGM Erik Marquez said, IPCOT is a type of COT) is a DoD program, so have you checked the Joint Travel Regulation (JTR)* and the DoD Directives/Instructions as well?

The eligibility for COT leave leave is addressed in DoDI 1315.18* (para 8) and the JTR (section 050809) while all aspects of travel (where you can travel, scheduling, etc.) are addressed in the JTR (section 050809).

You're probably confusing COT with the Special Rest & Recuperation (SR&R) Leave program which DOES give you 15 days of non-chargeable leave and a free planet ride to the nearest CONUS port.

SR&R is one of the options available as part of the Overseas Tour Extension Incentive Program (OTEIP) and the implementation is service specific because it is up to them to determine which locations and military specialties it applies to.

Right now I think only the Navy and Air Force participate in OTEIP. The Army stopped adding MOSes and locations to the OTEIP back in 2016.
