Reservists have to apply directly to HRC for Sanctuary, there is a page on Sanctuary on HRC Response by SFC Private RallyPoint Member made Jul 14 at 2021 8:19 AM 2021-07-14T08:19:24-04:00 2021-07-14T08:19:24-04:00 SGM Private RallyPoint Member 7107845

In the reserve components, it takes waiver approval at Director/Chief level for a reservist to come on orders with more than 17.5 years of AFS.
It's possible with a mobilization, otherwise there would need to be a mission critical need to bring you on orders, no one in the reserves gets orders solely for the purpose of getting to 20 yrs AFS.
