I have a relative who did not complete Army bootcamp. What's the definitive source (US Code, USMJ, etc.) that states he is NOT a veteran?

According to the American Legion if a person is on active duty for at least 1day they qualify to enroll ....with that being said ,most that shouldn’t be considered are veterans.

After doing some digging....by US Code 38 U.S. Code § 2002 he is a Veteran (unless he was dishonorably discharged or dismissed by courts-martial). However, based on US Code 38 U.S. Code § 4211 he is not an Eligible Veteran (as he did not have 180 or more days on Active Duty not including training)

Separations at the basic training level are called "entry level separation" and qualify you for no veterans benefits whatsoever.

Title 38 of the Code of Federal Regulations defines a veteran as “a person who served in the active military, naval, or air service and who was discharged or released under conditions other than dishonorable.”
