I have 3 years of Active Army service, and 20 years of active Army Reserve ending in an Honorable Discharge. Can I apply for 20 year letter?

I thought that that letter is generated by HRC automatically ? I'd get with S-1 .

Thanks, but I've been out of the reserve system since 1999 when the 98th Div generated my honorable discharge. I am now 63 and looking to have my retirement points reviewed to see if I qualify for retirement, which I feel I do.

I think Your last 3 year’s Must be in the Selected Reserve prior to applying for twenty year letter. Check the regulation as you can google or call HRC retirements
