You would also need to join a NG unit that has it as part of its manning roster. If the unit you plan to join does not have a slot for a 25D, then you would not be sent to training for it. 25Bs are fairly common in almost every unit. So first you should check if you can join your unit and be sent to 25D training. Otherwise, 25B is the better option and you can apply to a 25D slot assuming you find a unit that can support you.
