N means that you cannot ETS/PCS and Y is the opposite. More than likely you won't need to turn those in to CIF. It was my understanding they have turn ins to prevent them being used for nefarious purposes such as attacks on coalition personnel in country. A trip to CIF will confirm this. <br /><br />CIF local said it was system wide and someone some where just has not been paid enough to fix it yet. It sounds to me like we're really cutting costs now.
