This forces our hand to really know our Soldiers and what they are doing or not doing. While it may seem "unfair" I have seen many times where the situation was that three NCOs received the same 1,1 among the best, and one was clearly better at leading,working and training Soldiers. The problem being what if you have a stellar NCO in all areas you are moved to within a hospital setting?
