A report should be made. I had an uneasy feeling about it since it looked like they were not paying attention to the seeing of their door in close proximity to my vehicle. By the time I made it out to take a look they were already driving off. I did, indeed, find a very obvious gauge to my brand new (first ever for me) vehicle. I took down the vehicle and license plate number and decided I had two options:
Report the hit and run to the MP's, or contact the driver directly and handle it between us at the lowest level. How would you have handled the situation?

Benefits I see:
Reporting to the MP's would obviously teach the young private a very valuable lesson.
Handling the situation at the lowest level without the MP's (filling a claim with the private's insurer), would still teach the private a lesson via monetary responsibility, but without getting the CoC involved, and allowing him to learn his lesson without the help of his leadership. I was a PFC that left a good job for the Army and had an M3. Came out of the barracks one morning to a white scuff on my rear bumper. Get to work a notice a shity white mustang with a green scuff at same level and corresponding side of his bumper. Confront the owner (CPL living in the same barracks building), nope not a chance it was me....

Did you see it happen? If so confront them about it. If they don't want to work with you CoC, then maybe report it. You saw the individuals acting in a careless manner especially as they were getting into their car adjacent to yours. I'd call the MPs, explain what happened, provide the information you documented and show them the damage. There could be possible corresponding damage on their vehicle. And if there's cameras outside the footage could be evidence as well. Our shopettes here have cameras. I take really good care of my cars to not let some irresponsible idiots destroy them and not be held liable. Good luck!
