It's clear that Mayor Rahm Imanuel nor anyone else purportedly running the city has a clue. Everything they've tried has only exacerbated the problem. So, what's the solution. Maybe we can reach a consensus and suggest it to them. Who knows, maybe we'll win a prize, a badge to post on RP.

this is going to be a problem until they get rid of the mob mentality they have had for over 70 years... they have to use the community and stop coddling the masses and allowing the Inmates to Run the asylum... or the Criminals to Call the shots...like BHO's Buddy Rahm Immanuel...

Reinstate the death penalty in the state of Illinois for starters, which was abolished in 2011. Perhaps the consequences of being put to death will be a deterrent for gun related homicide. They got a Republican Governor now, so maybe they can make that happen.

Personally, I'd go with free gun training for any civilian who wants it, and 0% interest loans up to $500 to buy a personal firearm, plus ammo at cost. Organize neighborhood watch groups and patrols, with video surveillance using headband cams or google glasses (something like that) streamed live, so anything they see is recorded.

That would be a start.

Gun violence doesn't exist in a vacuum. I think we would be better served rewording the question to: How would you fix Chicago's gang violence?

"Of the 12 killings in Chicago over Christmas weekend, he said, 90 percent of the victims had gang affiliations, criminal histories and were pre-identified by the department's "strategic subject algorithm" as being a potential offender or victim of gun violence." I don't know if that 90% applies to the remainder, but it is pretty telling.

In all honesty, I don't think there is a way to fix the violence problem in Chicago. Its too ingrained in some of the citizenry and, in some cases, the gangs are backing politicians who have everything to gain by the Mayor's inaction.

Originally, I had a snarky, sarcastic answer but, in deference to the dead and wounded innocent citizens, I will not post it and forget I even typed it.

OK, My solution is harsh but it would go like this:

1. Spray the Afghanistan Poppy crop with Roundup.
2. Spray the South American Coca crop with Roundup.
3. Repeat step one and two annually and as necessary.
4. Build a wall/fence on the Southern border.
5. Declare Marshal Law in the crime ridden parts of Chicago.
6. Place Police and National Guard on all street corners within the Marshal Law Zones.
6. Conduct random searches of everyone within the Marshal Law Zones (Men, Women, and Children).
7. Conduct searches of all vehicles entering or leaving the Marshal Law Zones.
8. Prosecute everyone caught committing crimes within the Marshal Law Zones, especially those carrying/using firearms or drugs, as federal offence and then put them in Federal Prisons outside of Illinois.
9. Conduct thorough searches of housing complexes where people who are caught committing drug and gun crimes live.
10. Cancel welfare payments to people within the Marshal Law Zones that are caught committing gun and drug crimes.
11. Evaluate the situation on a weekly, monthly, quarterly basis and reduce/eliminate the extreme measures as conditions on the ground change.
12. It should go without saying that if someone shoots at a cop the cops should shoot back.
13. While all this is going on make it legal for honest citizens to own guns for home protection.
14. Once the crime rate drops and before a return to normal policing, allow concealed carry permits within the city for people who can pass a background check and take training course.

My guess is that within days the violent criminal element would either be in jail or have dispersed to areas with more effective policing.

At this point, the Governor would need the IL NG. Using the local law enforcement would result in many deaths and requires overwhelming force.

There are just 10 neighborhoods accounting for over half the gun violence in Chicago - declare a state of emergency, call in the national guard at o dark ugly and search all people and vehicles going in or out of these hot spots.

60 Minutes was not able to find a solution on Sunday night's broadcast.
It seems like the PD was overzealous and now way under zealous, just doing the minimum.
Maybe bring in the National Guard, can the cops and hire and train new ones?

I am not in favor of using the NG to patrol troubled areas, not totally opposed to their use either. I also am not totally sold on a mob attitude of the area, I think more along the lines of a thug attitude. At least in the mob, they had codes and rules to further the businesses, not the arbitrary killing that is seen today, I may be wrong. Use the NG to cordon off the hot spots, set up check points and provide emergency back up. I would go for hiring a "multi-Division" size, civilian police force. Train them and give them the full support needed to work.
