This is crazy!
So she has an arrest record a mile long, obviously uses illegal drugs, doesn't use her turn signal, doesn't insure her vehicles, drives like she owns the road, seems to care less about anyone else, won't pay her fines, but it's "unfathomable" to her SISTER??? cause she "truly knew the depths of her" - uh, yeah - OK.

Chief, none of us know the "real" somebody like we think we do. Nearly everyone has a hidden side. It may only come out when drinking or in a fit of rage. Hopefully most of us are nice and quiet in our "other" self. Right, CMSgt Mark Schubert? LOL :D

You never know what is going on in someone else's head. I just wish someone (maybe her family or friends) had taught her how to behave around the police. Be respectful, listen to what they say, do what they say. A wise man once told me "You can beat the rap, but you can't beat the ride". So if they decide to place you under arrest (even unjustly) you can do it they easy way or the hard way, but either way you're going to jail. She clearly chose to do it the hard way or was so personally out of control that she couldn't think and act reasonably.
