Did the VA take 18 months to notify you of a decision they made, or are you saying that the approval (possibly an appeal in there somewhere) took 18 months? If you look at the date on the decision letter, that will tell you.<br /><br />Your best option is to contact a VSO (DAV, VFW, etc.) to help with submitting a retroactive claim. The typical retroactive claim to the VA is processed automatically when a disability rating is granted - the pay compensation back to the effective date the rating was granted.<br /><br />Your case sounds more intricate. Part of it is a catch-22 - you must be enrolled in VA health care and get approval before entering into long-term care and the care must have been deemed required by a VA medical evaluation.
