How to access army email from phone or personal computer?

tried everything from Google nothing works at all. I need it to request clearing papers (yes I have a cac reader)

You have to have a CAC reader.

On the personal computer: Go to https://web.mail.mil/owa/

DO NOT click the “Email” certificate authentication. I use Google Chrome as a browser also.

Did you try everything on militarycac.com?
If you have followed all the steps, downloaded the certs and middleware, and are still unable to log in to OWA, you selected the wrong CAC cert, which means you would need to delete your browser history, close and reopen the browser, and select the authentication CAC cert.
