Technically, USARHAW higher command directed all subordinate commands in Hawaii to roll up, but it's taking a while for it to finally trickle down/subordinate commanders to stop bucking. With the Velcro on the upper arm, it makes it nearly impossible to roll past the elbow. So rolling sleeves to the elbow is more or less useless. I also like having my pens in the holders. I did it mostly for the novelty after 8 years of sleevery and actually enjoyed it more then I thought I would, but some new guys didn't see the point.
