The purpose is to ensure that people who down vote have a sufficient amount of experience with the community and understand protocol. The 15,000 pts gives a person some time to figure out what is going on before they start the down voting. I think it also stops people from being able to make bogus profiles and screwing off without repercussions. So, I learned that I can&#39;t vote him down if I want to, which I admit I did. I read here that I need 15k points because that&#39;s the rules, OK. But what about posters being in the top 1% of Overall Influence or top 1% of Knowledge Influence, would that not mean something? Or how about a policy, that if a person votes another down, she/he must post the reason for it, back up their act.
