This has been a moving target. The rules have changed and, in my case, my wife only gets a few months benefit. As a retired Army Reserve CSM I have met several Guard/Reserve Soldiers who were eligible for the Post 9/11 GI Bill and retired after over 20 years of service but were never informed by their Units when they out processed that if they desired that they need to transfer their education benefits to their eligible dependents prior to retiring. Let me add that once retired, soldiers cannot go back and fix this oversight. Many of these soldiers probably will never use these benefits because they are older and have completed any education they intended to pursue. Let me add also that many Units in the Army Reserves do a very poor job of informing soldiers of benefits etc when they are leaving the service!!
