BAH is the average- and what the Military will cover. 2. If you find something under, the remainder is yours, if it is over, the cost is yours. You want housing that BAH will cover then live in quarters. 3. That's how it works.<br /><br />They list a dollar amount because under the cascade plan, the private leased partner may offer vacant quarters to a scrolling list of eligible civilians. I think the confusion could be that Irwin allows civilians to live in post housing.
