How does the Army decide on TCS orders or MOBORDs?

I’m currently getting screwed out of Civilian Clothing Allowance because my MOBORD has me reporting to Fort Bliss for CRC and then have TCS orders that send me overseas. Because, my MOBORD is CONUS I can’t get a civilian clothing allowance. Any suggestions? I’ve had to buy civilian attire for this deployment. No, “civilian clothing is required” is not on my orders. My orders say 390 days.

Active duty troops don't get civilian clothing allowance unless in specific positions. Why would you get such a clothing allowance? Is it a diplomatic assignment?

The best that you can do is a 4187 submitted by your gaining unit to give you civilian clothing allowance. If it's not on your orders, then big Army doesn't recognize that there is a need. Individual units can still say that there is a need, but must submit proper documentation. So contact them and have them submit, if there really is a need, then they will know what to do and talk you through the process.

All individual mobs go to Ft Bliss for CRC. You are on TCS because you are being sliced to an other element but will return to your parent unit upon completion of your orders. So if you’re going to an embassy, or filling a 35E position, or for some other position where military uniform is not allowed you need to submit a 4187 to allow for the allowance. Just cause it is not on your orders doesn’t mean you’re not going to get it. It just makes it more of a hassle. Good luck-

A civilian clothing allowance? Only folks I ever heard of getting that are CID agents. And if it's not on your orders, then you don't get it, unless you can get your orders amended.
