What do you mean about ETS balance? When you take terminal leave, that is essentially your ETS/Terminal/Transition leave. Read AR 600-8-10 Para 4-9. This type of leave is not affected by any stop movement orders issued by the DOD because it is leave being used to return home. Your transition/terminal leave cannot exceed the numbers of day that will be accrued by the separation day. You can decide to also cash out up to 60 days of leave, and take the rest, if you have more than 60.
