What do you mean about ETS balance? When you take terminal leave, that is essentially your ETS/Terminal/Transition leave. Read AR 600-8-10 Para 4-9. This type of leave is not affected by any stop movement orders issued by the DOD because it is leave being used to return home. Your transition/terminal leave cannot exceed the numbers of day that will be accrued by the separation day.
