Looks fine to me...it's really a "cut your losses" scenario.

Although the military has paid for their college education thus far, by separating them from service commitment ultimately saves the military millions of dollars over the course of their careers.

I think it's a good plan. These cadets were assessed for a larger Army, now that we don't need as many LTs the last thing we should do is make them all stay in when we can save money by letting them go.

Great Plan. A perfect example of common sense solutions to "sunk costs".

We thought we needed x we actually need y (Which is many less than we projected) So time to buy people out, and of course it is cheapest to buy out those with the least invested.

Though I still think those who can not meet regulations for height, weight, character, and Fitness should be the first to go.

Normally I would say this is just another example of bad personnel management, but no one dreamed the sequester and the draw down hitting at the same time would have this drastic effect. Better this than toeing the line and making these officers serve their ADSO in billets where we don't need them. No reason to throw good money after bad. I would much prefer if we forced them to serve the remainder of their time in other roles such as ANG or IRR, but not if there are no positions there for them.

I see it as a long term cost savings for the military and serendipity
for the graduates

All this cost cutting or at least a large part of it will have to be resurrected in the future if we want to retain quality fighting men. President Reagan faced this and did well, and from my perspective he instilled some of the pride lost during the Vietnam mess.
