To be honest, I am at a loss to understand how a military service veteran who was discharged does not have a DD 214 or earlier equivalent.<br />Since funeral homes are by law responsible for contacting the Federal Government Social Security Administration to notify them of the death, I would expect the Funeral Home would know who to contact to verify the military service.<br />In any event military honors are provided by military units. The nearest active duty military base seems to be Fort Bragg which is about an hour away from Fairfield, North Carolina which is close to Nags Head.
