I guess by better coordination between the military and civilian authorities. As the Congresswoman said, this must be fixed.<br /><br />I would say that when someone leaves the military as what would be considered a sex offender in civilian life, there should be a system in place that transfers that information to civilian authorities and requires the individual - under penalty of incarceration for not complying - to register as a sex offender.
